An off-plan purchase in Cyprus is built around deposit protection and prompt contract registration, not around an escrow account as in the UAE. The 2025 reform gave, for the first time, a statutory mechanism to buyers who had waited years for title because of a developer's debt.

  1. Step 1. Check that the unit sits outside a restricted zone: away from the Green Line, the banned coastal strip and any port.
  2. Step 2. For a non-EU buyer, file the Permit to Acquire Immovable Property application with the district administration right after signing the contract; the contract can be signed and the deposit paid without the permit, but without it there is no transfer of ownership itself.
  3. Step 3. Secure the deposit in writing - a bank guarantee or an insurance performance bond.

Cost of money

A mortgage is available to a non-resident in Cyprus, but through a narrow circle of banks and on terms stricter than local ones: a higher rate, a bigger down payment, a shorter leverage.

What can go wrong

The risks of the Cyprus market differ from the UAE: here it is not a missed handover date but the land under the project carrying a developer's debt, which leaves a buyer without title to a unit already paid for in full, for years.

The main reason for a delayed individual title deed is a mortgage the developer registers on the project land to finance construction.

Until that charge is lifted, the Land Registry issues no individual title deed to any buyer in the building, even one who has paid in full. The practical consequence: check the land register for charges before the deal, not after, and rely on the registry document rather than the developer's word.

The 2025 reform gave some buyers a statutory tool against this for the first time in a decade: law 110(I)/2025 (in force since 4 July 2025) introduced into law 9/1965 (Part VIB, articles 44ΙΗ and 44ΙΘ(1)) a mechanism for the forced transfer of title to so-called trapped buyers - but only to those whose contract was filed with the Land Registry no later than 31 December 2014 (or concluded by that date and filed under a court order where the court application was filed by 31 December 2024).

A buyer with a contract from 2015 onward falls outside this scheme entirely. For later contracts, where a mortgage was already registered on the property before the contract was deposited, a separate mechanism applies under law 81(I)/2011 as amended by law 132(I)/2023, with no 2014 cutoff: the buyer may pay the creditor the mortgage debt attributable to their unit, and if the creditor refuses to accept it, the Land Registry transfers title to the buyer regardless of any charges. These are two different mechanisms for two different groups of buyers, and neither replaces checking for charges before the deal.

Can I handle the whole deal remotely, without visiting in person?

A special, limited POA is recommended rather than a general one. If signed abroad, it must be certified by a notary in the buyer's country and apostilled under the 1961 Hague Convention, or executed at a Cyprus Embassy, where the legalisation fee is 9 euro. As of 1 January 2026 stamp duty on powers of attorney was abolished.

What's the best way to transfer money into Cyprus for the purchase?

Formally a Cypriot account is not required - funds can be sent directly from an overseas account to the seller's or lawyer's account (escrow). In practice lawyers and developers often recommend opening a local account for ease of settlement and registration. Bank of Cyprus, Eurobank and Alpha Bank Cyprus apply strict KYC/AML checks: passport, proof of address no older than 3 months, tax ID, a client CV and source-of-funds documents. Per an industry source, transfers over 10,000 euro must be declared for AML purposes, and the final decision on the account rests with the bank's compliance department.

What taxes does a buyer and owner face?

On purchase, VAT is 19 percent, with a reduced 5 percent rate for a primary residence when floor area and applicant status conditions are met, plus a transfer fee of 3 percent on the first 85,000 euro, 5 percent up to 170,000 and 8 percent above; if VAT was paid, the fee is not charged. Am I allowed to live in the property myself in Cyprus, and on what basis?

Owning property in Cyprus does not by itself grant a right to permanent residence. A non-EU citizen without a residence permit may stay on the island visa-free for no more than 90 days within any 180-day period - Cyprus's general short-stay limit, separate from the Schengen rule since Cyprus is not in Schengen. To live in the purchased home longer, a residence status is needed, for example the Fast-Track PR category from 300,000 euro in new property bought from a developer.

How do I sell the property later on?

When selling property in Cyprus, the gain is taxed at a 20 percent capital gains rate; from 1 January 2026 the first 30,000 euro of profit is exempt, with a 150,000 euro threshold for a seller's primary residence and 50,000 euro for agricultural property. What are guaranteed rental income programmes, exactly?

Cyprus has no state-run guaranteed rental income scheme - this is purely a commercial marketing tool used by individual developers on select projects. According to developer Cybarco, the Akamas Bay Villas project in Latchi advertises a 7 percent annual return over 5 years, paid through the developer's own management company. At the Skyriae complex in Limassol, developer DOM iNVEST advertises a fixed 10 percent annual return. Duration, rate and payment terms for such schemes are set by contract with the specific developer, not by law, and are not an industry norm.

Do I need a visa to own property in Cyprus?

Owning property in Cyprus does not itself require a visa. Whether a visa is needed depends solely on the buyer's nationality: if the country is on the visa-free list, a passport is enough for a stay of up to 90 days within 180 days; if the nationality is on the visa-required list, a short-stay Category C visa is needed. There is no special visa for signing the sale contract, and the buyer need not travel to Cyprus at all - the deal can be handled by a representative under a notarized power of attorney.
