Cost of money and of holding

A non-resident mortgage in Azerbaijan formally exists, but is practically out of reach, so the overwhelming majority of foreign deals are paid in cash. The one-off costs of the deal, on the other hand, are known exactly and in advance: fixed manat amounts, not percentages of the price.

This is the rate for an ordinary purchase, where the property passes to an unrelated person. The notary's service fee is 15 percent of the duty precisely because certifying a sale and purchase agreement is a transaction (under the Law on Notaries, such services are charged at 15 percent of the duty). The full duty amount is charged not for certifying a transaction but for other notarial acts - certifying copies and extracts, the authenticity of signatures, the correctness of translations. Territory changes the duty itself: 100 percent of it is paid in Baku, 70 percent in Sumgayit, Ganja and the Absheron district, and 50 percent in the remaining regions. The final totals for all three territorial groups are confirmed directly by the ASAN xidmet service page, with no calculation on our part: Baku 322 manats (a 280 manat duty plus a 42 manat service fee), Sumgayit, Ganja and the Absheron district 225.40 manats (a 196 manat duty plus a 29.40 manat service fee), other towns and districts 161 manats (a 140 manat duty plus a 21 manat service fee). Where the property passes to a spouse, children, parents, grandparent, grandchild, brother or sister the duty in Baku is 25 manats, the service fee 3.75 manats, 28.75 in total. For handing residential premises into temporary use the duty is 35 manats and the fee 5.25, 40.25 in total. The service fee in all three cases is 15 percent of the duty.

Rental yield and leasing

There is no official rental yield statistic in Azerbaijan, but the rents themselves have been published since May 2026 by the Chamber of Appraisers of Azerbaijan: its monthly indices and medians sit below, each linked to the specific issue. The series is young and covers the capital with its adjoining zones rather than the whole country. Market estimates of yield for Baku put gross return at roughly 5 to 8 percent a year, while a separate Central Bank metric, the real estate capitalization period, corresponds to about 4.8 percent.

The individual-house index is 209.5, while 109.5 percent is how far it stands above the base: two different numbers that sit side by side in one paragraph of the source. The report's change field is measured against the December 2025 base, not against the previous month. Month on month, per the text of the same issue, new builds lost 3.2 percent, commercial 7.4 percent, and individual houses corrected 1.8 percent downwards.

Individual houses: 166.7 at 12.5 in May, 213.3 at 16.0 in June, 209.5 at 15.71 in July. Commercial: 106.4 at 16.2 in May, 104.9 at 16.0 in June, 97.1 at 14.81 in July. Three points do not make a yearly picture, and an index for houses more than doubling against the base looks like a change in sample composition rather than a doubling of rents: the source does not disclose its method, so the figure is given as published and no conclusion is drawn from it. The segment set shifts between issues, and the secondary-housing segment in this series is not worth leaning on: its May and June values match to the decimal. Each month comes from its own issue: all three addresses sit as links under the introduction to this section rather than being collapsed into the archive page.

Yield is not in the reports
the Chamber of Appraisers issues carry no rental yield metric, and the line that looks like one means something else

The Chamber's reports carry an indicative discount rate, and it is regularly mistaken for yield. It is a different thing: the gap between the seller's initial asking price and the current market level. We found no official state statistic on rental yield for Azerbaijan at any data holder, so any yield figure here is a private aggregator's estimate and has to be presented as an estimate.

What can go wrong

The risks of the Azerbaijan market split into two different kinds: the legal risk of the construction stage and the country macroeconomic dependence on oil.

The main legal risk was already named above: without escrow the buyer money on an off-plan deal goes straight to the developer, and in case of the developer insolvency there is no protection comparable to Western jurisdictions.

Can the whole deal be handled remotely, without a personal visit?

Yes, personal presence is not required: a foreigner can issue a notary certified power of attorney, and the representative signs the sale and purchase agreement and files the registration documents on their behalf. The state fee for certifying the power of attorney is modest, 5 manat for relatives or 10 manat for other persons, plus a small service fee. If the power of attorney is issued abroad, it typically needs an apostille or legalization and translation into Azerbaijani, adding a separate step before filing.

What's the right way to wire money for a purchase in Azerbaijan?

Property payments are treated as an ordinary currency operation carried out through authorized banks under the central bank currency regulation rules. To claim a partial VAT refund, payment must be a non-cash bank transfer to the seller's account, with the refund application filed with the tax authority within 90 days of payment. Separately, cash export limits apply: up to 10,000 dollars needs only a verbal customs declaration, 10,000 to 50,000 dollars needs a written declaration with proof of prior import, and larger amounts must go through a bank.

What taxes should a buyer and owner expect in Azerbaijan?

At entry the tax load is close to zero: no stamp duty and no transfer tax. Among confirmed official tariffs, water for households in Baku, Sumgayit, Khirdalan and Absheron district costs 1 manat per cubic meter (0.7 manat water supply plus 0.3 manat sewage), while in other regions it is 0.9 manat; the tariff has been unchanged since February 1, 2021. What set of documents will I need for the deal?

To register the transfer of title you need: the buyer's passport, a notarized sale and purchase agreement, a notarized power of attorney if a representative acts on your behalf, proof of the state fee payment, and title documents for the property itself - for a new build this means confirmation of the developer's registered ownership and a certificate of full payment. Since the land does not belong to the foreigner, a separate lease agreement for the plot under the building is also drawn up. The exact list should be confirmed with the State Real Estate Registration Service in advance, as it can differ for a flat, a house or a commercial unit.

What currency risks does a buyer face here?

The manat has held a hard peg to the dollar at about 1.70 AZN since late 2017, so exchange rate swings for an asset held in manat are limited. The risk shifts elsewhere: the peg is backed by budget oil revenue, GDP growth is modest and rated differently by the World Bank and the government, and inflation runs around 5.5 percent with a forecast of up to 6 percent in 2026. For an investor this means the real, not nominal, rental return in manat can run lower than headline figures, and the peg's own resilience depends on the oil cycle.

Is it worth hiring a lawyer, and what does one actually check?

The law does not require hiring a lawyer: the deal is certified by a notary, and a foreign buyer's interests can be represented via a notarized power of attorney even without being physically present in the country. Even so, law firms working with foreign buyers strongly recommend separate due diligence - checking title, encumbrances and the developer's or seller's ownership documents, especially on an off-plan unit with no escrow protection. Fee rates for such a check are not published in open sources and depend on the volume of documents, according to local law firms as of 2026.

What rental yield can I realistically expect?

There is no official statistic on rental yield in Azerbaijan. According to market aggregators and industry overviews, gross residential rental yield in Baku runs at roughly 5 to 8 percent a year, with some sources citing over 10 percent for select properties. The Central Bank of Azerbaijan separately reports a real estate capitalization period of 20.9 years at end 2025, corresponding to a yield of about 4.8 percent, a close but not identical figure. From the gross yield, subtract the withholding tax on rental income - from 1 January 2026 that is 10 percent on residential tenancy and 14 percent on lease - and factor in inflation of around 5.5 percent, which eats into the real return.

What do guaranteed rental income programs actually look like?

There is no government guaranteed rental income program in Azerbaijan: the only official mechanism, run by the Mortgage and Credit Guarantee Fund, is a rent-to-own scheme for local citizens, not an investment yield product. In the market, some resort and aparthotel developers offer a model where an investor buys a unit and hands it to a hotel operator for rental management, but specific guaranteed percentages and terms are not disclosed in open sources. Such offers should be treated as marketing for a specific project rather than a market norm, according to available information as of 2026.

Do I need a visa to own property in Azerbaijan?

No, a visa or residence permit is not required to register ownership of a building or apartment: a foreigner can own property regardless of migration status, since ownership law does not tie holding a title to the visa regime. A visa is needed separately, for entering and staying in the country. Owning a property worth at least 100,000 AZN does give grounds to apply for a temporary residence permit, but that is an option, not a mandatory condition of purchase or ownership.
